There are valuable lessons to be learn from past wars of modern US history, however 9/11 saw new laws enacted in which presidents go to war without consulting congress. Instead of President Bush being indicted, it freely allowed him to carry war to the middle east that was unjustifiable. Instead of targeting Saudi Arabia as the culprit, US assaulted  Iraq and libya and was on its way to Iran. 

‘In 2016,  Army intelligence captain, Nathan Michael Smith, filed a lawsuit against the  Obama administration. The argument was that the White House failed to seek congressional authorization as required by the 1973 War Powers Resolution when it went to war against Islamic State (IS, formerly ISIS/ISIL). Instead, it justified military action by two Authorization for Use of Military Force (AUMF) acts passed by Congress in 2001 and 2002 in response to the terrorist attacks on September 11, 2011, and to authorize a war against Saddam Hussein (who was partly blamed for 9/11 at the time) respectively.’

However bypassing congress is a habit the Clintons also made and got away with such as President Bill Clinton who never sought congressional approval for the bombings of Serbia in 1999 and Hillary Clinton’s war with Libya. These are acts of aggression against humanity.
